Four California Counties Continue to Remain Under Drought Rules
The counties of Fresno, Kings, Tulare, and Tuolumne remain under drought rules after Governor Brown had declared that the 54 other counties were officially drought free. Why have these counties remained under drought rules? According to Max Gomberg, climate and conservation manager for the State Water Resources Control Board, stated:
We still got communities that are water short, but the (drought state of emergency) allows us to complete projects that are already under way.
Authorities will be allowed to bypass lengthy contract requirements under the drought rules that will allow them to swiftly provide assistance to areas that are facing drinking water shortages. Authorities will be able to continue infrastructure work for areas that do not have reliable access to safe drinking water, they will be able to build storage tanks, and deliver water bottles to communities.
This sounds like a reasonable explanation for keeping the previously mentioned counties under drought rules.
